1 марта 2018. Крупнейший инвестиционный проект в области развития гостиничного бизнеса и туристской индустрии на Сахалине получил средства частных инвесторов. Резидент ТОСЭР "Горный воздух" Мега Палас Отель смог привлечь больше одного млрд рублей инвестиций для создания на своей территории спортивно-бальнеологического комплекса, расширение и улучшение номерного фонда и превращение основного здания отеля в Мекку гастрономического туризма. О предстоящих преобразования гостиничного комплекса корр. ИА SakhalinMedia рассказал заместитель генерального директора Мега Палас Отеля Юрий Им.
Перед владельцами одного из самых современных гостиничных комплексов Южно-Сахалинска стоит непростая задача повысить уровень гостиницы до пяти звезд, сделав ее на острове единственной в своем роде. Но руководство отеля решило пойти дальше и сделать гостиницу не только местом для отдыха гостей, но и центром притяжения туристического потока.
Особое значение с точки зрения преференций имеет и подключение объектов к инженерным сетям. Ранее, по словам управляющего, чтобы подвести тепло требовались сотни млн рублей. Но с первого января 2017 года заработали новые правила, благодаря которым государство ушло от декларирования мер поддержки к непосредственной помощи.
— Мы подписываем сейчас договор технического присоединения, который существенно снизит все эти затраты, — поделился Юрий Им.
Реализация этого инвестиционного проекта станет примером эффективного инвестирования частным капиталом в развитие туристической отрасли и сферы гостеприимства. Для Сахалинской области этот проект уникален своими масштабами, отсутствием государственных инвестиций, особенно в условиях длительного возврата инвестиционных вложений. Как отметили в министерстве экономического развития Сахалинской области, этот проект имеет большое значение для экономики региона и улучшения инвестиционный привлекательности. И преференции, которые работают в рамках поддержки резидентов ТОСЭР "Горный воздух" позволяют подобные проекты реализовывать.

The largest investment project in the hotel business and tourism industry development in Sakhalin received funds from private investors. The TOSER "Mountain Air" Mega Palace Hotel resident was able to attract more than one billion rubles of investments to create a sports and balneological complex on its territory, expand and improve the number of rooms and turn the main hotel into a Mecca for gastronomic tourism. Deputy General Director of Mega Palace Hotel Yuri Im told about the forthcoming transformations of the hotel complex to the IA SakhalinMedia reporter.
The owners of one of the most modern hotel complexes of Yuzhno-Sakhalinsk faces the difficult task of raising the hotel level to five stars, making it the only one of its kind on the island. But the hotel management decided to go further and make the hotel not only a place for guests" rest, but also a center of tourist attraction.
— The development of our hotel complex is closely connected with the development of the tourist attractiveness in the region. Therefore, as a basis, we took two segments: gastronomic and health tourism. We plan to create the necessary infrastructure for these segments, attracting a certain tourist flow. We formulated two directions of development, relying on it. The first is the reconstruction of the hotel restaurant complex with an increase in the total area of institutions and the range of services provided. The second is the construction of a new building that would include all the possibilities for health tourism, namely the Japanese onsen of the elite level, a swimming pool, fitness facilities, CrossFit, yoga and much more that will allow our guests not only to rest, but also to improve their health, — Yuri Im.
In the Mega Palace Hotel there were only two restaurants: the restaurant of European cuisine "Marques" and the Japanese restaurant "BamBoo" at the time of building plans.
— We perceive gastronomic tourism as a two-way direction. There are visitors of the city who need to show Sakhalin color and Sakhalin cuisine, and the counterflow — our Sakhalin people who can not fly abroad for various reasons, but would like to enjoy the real cuisine of certain countries. That is why we paid attention to restaurants such as Seafood, which gain popularity throughout the country. In our opinion, Sakhalin cuisine, which we have formed, as an alloy of European and Asian cuisines, can be combined with seafood dishes. In this basis, we have built partnerships for obtaining zero freshness products directly from the manufacturer, — Yuri Im.
So the hotel complex management made its way on the development of several gastronomic directions:
The first direction is the Seafood restaurant for lovers of sea delicacies. As part of the reconstruction of the first floor, cooking will be created, where French pastries will be prepared. Especially for this, European cooks and confectioners will be invited to Sakhalin.
The next direction is Asia. Eastern cuisine on Sakhalin traditionally has a great popularity, both among the islanders themselves and the incoming tourists. That"s why the restaurant of Asian cuisine is created with three halls: "Japan", "Korea", "China". This is a unique approach to catering for Sakhalin, which will be realized on the second floor of the hotel. The work on the halls creating will be completed soon.
The third direction is a meat restaurant. A separate room is being built for it and equipment for using aged meat technology has already been purchased. In addition, special chambers for aging cheese and other products besides meat coolers are purchased too. Ultimately, the use of these technologies will give unique, incomparable tastes for ordered dishes.
The fourth direction is Italian pizza. Classical Italian pizza should be a pleasant addition for European cuisine lovers. Pizza will be connected with the French restaurant Bakery Shop by the entrance and one bar.
The fifth direction is the hall of the 10th floor, which occupies a special place in the concept of a global transformation of the entire Mega Palace Hotel restaurant complex. The one of the largest halls of the city will be equipped on the top floor. In the buffet version, he can take about 450 people, and in the banquet — 250 people. Also, the functionality of the hall will allow holding mass musical events. The transformation of open verandas will be a noticeable change.
As Yuri Im noted, the hall will become a real surprise with the BamBoo restaurant for those who are familiar with this hotel zone. Literally, the hall can transform into a large banquet hall, a restaurant hall or a separate lounge zone that will allow guests to relax in large groups overnight.
It is worth noting that the reconstruction of the restaurant complex takes only one-fifth of the total investment.
The main investments are planned to be spent on the development of health tourism. Investors and initiators of the project intend to combine Japanese culture "onsen" and European — "detox".
In the wide sense detox includes opportunities for cleansing and improving the body through sports, fitness, CrossFit, yoga, various health procedures. Within the framework of the created infrastructure, hotel guests will be able to use sports halls, gyms and much more.
As part of creating onsen, it is planned not only to build a sauna complex with saunas, but also to realize various medical health-improving areas. In particular, in the same building therapeutic massage cabinets, aromatherapy, spa and much more will work for the realization of cleaning procedures.
It is planned to build a separate building on the territory of 0.6 hectares under the development of health tourism on the basis of the Mega Palace Hotel for the preparation of infrastructure. According to the project, which will be financed by investors, a global construction will begin behind the existing hotel building. The first four floors of the new building — about 1 thousand square meters will be allocated to the pool, onsen, gyms, fitness rooms, special health rooms and much more.
In addition, during the construction about 20 suites are expected to be issued (superior rooms are more like apartments, which will allow guests to stay for a longer stay). So people who decide to do their health will be able to visit all procedures without leaving the complex, which is very convenient. The construction of a separate building will expand the capabilities of the existing hotel building.
According to Yuri Im, deep holes are being drilled for the extraction of mineral water and an artesian well for clean water in the territory at the present time. The complex under the project will be fully provided with own water, which will significantly reduce the burden on citywide networks.
A special mission in the development of the Mega Palace Hotel is seen by investors in the expansion of the complex as a business center. He is widely known for his opportunities in the implementation of official events and reception of guests, whose purpose of visiting the region is purely business. The development of this direction within the existing building of the hotel will become one of the key. In these conditions, the creation of the infrastructure of the second building will be a pleasure to complement the possibilities of the first one.
The payback period of the project in terms of its implementation outside of TACER, according to the preliminary forecast of experts from the Mega Palace Hotel, would be 20-25 years. The preferences of the territory of advanced development made it possible to shorten this term almost twofold, which became relevant for investors. Reduction of the payback period was achieved due to the guarantee of tax exemption for ten years after commissioning of the facilities.
— Along with tax preferences, there is also a so-called refund of VAT and duties. All materials, machinery imported for construction are not subject to duties. Given that in recent years, we purchase all the materials in Russia, it is not so relevant, but from the point of view of equipment — these are significant figures. Since we have to purchase a foreign diesel generator, pumps, automation systems and so on. The only thing we needed was to organize our own customs post with a weight office, an office for an employee who would stay here permanently. It"s hard, but with a lot of investment, it"s reasonable, — Yuri Im.
The connection of objects to engineering networks is special importance. Earlier, according to the manager, hundreds millions of rubles were required to bring heat. But since January 1, 2017, new rules have been put in place, thanks to which the state has gone from declaring support measures to direct assistance.
— We are now signing a technical connection agreement, which will reduce all these costs, — Yuri Im shared.
